After initial interest of the Government of Mozambique in collaborating with the IGC on growth questions, this visit produced consensus around the IGC work plan and placement/organisational aspects of the IGC in Mozambique.
The Work Program for the IGC Mozambique Country Program reflects some of the main concerns voiced in Mozambique about the prospects for a sustainable, balanced, more equitable and inclusive growth path over the medium to long-term. In all visits the IGC team discussed in detail major concerns, and possible approaches and responses with different ministers, the governor of the Central Bank, both individually and in a round table format, in addition to the Prime Minister and the Economic Advisor to the President, while testing such themes with a cross-section of civil society.
Broadly speaking, there was strong convergence that the issues below reflect the main challenges the country faces in the coming years and that IGC approach will make a significant material contribution to policy design and implementation in the coming years. Five areas of interest expressed by the Government were:
• Agriculture
• Natural Resources
• Private sector development
• Infrastructure- railways, energy, roads, bridges and telecommunications.
• Education- especially vocational/technical in relation to labour market concerns.
