Accounting for Bihar’s Productivity Relative to India’s: What Can We Learn from Recent Developments in Growth Theory?

India’s second most populous state, Bihar, also remains one of its poorest. However, over the past decade, Bihar has attracted a lot of attention for experiencing a turnaround, recording one of the fastest growth rates within India. In this paper Areendam Chanda conducts a longer-term investigation into Bihar’s relatively poor productivity. Drawing upon developments in the field of economic growth, he examine Biharalong the lines of convergence, development accounting, total factor productivityaccounting, fertility–education trade-offs, etc.

Ranu Sinha, Deputy Country Director, IGC India- Bihar, holds an MPA in Public and Economic Policy from the London School of Economics. Prior to joining the IGC, she worked with the World Bank for the past four years on issues of water resources management, flood and natural disasters, and public sector reform in India, Afghanistan, Bangladesh, Nepal and Pakistan. She is a native of Bihar and has been working closely with the government in Bihar on issues of flood management. She holds a BA degree in International Studies and Business Administration from Bentley University in the United States

Anjan Mukherji retired as the Reserve Bank of India Professor of Economic Theory at Jawaharlal Nehru University, New Delhi in July 2010 after teaching there for thirty seven years. He is currently the Jawaharlal Nehru National Fellow and is associated with the National Institute of Public Finance and Policy in New Delhi during the duration of the Fellowship. He has previously held positions at the London School of Economics, Cornell University as well as at the University of Tsukuba and Osaka University, both in Japan.

Shaibal Gupta is the Founder Member Secretary of the Asian Development Research Institute (ADRI) in Patna, Bihar. He is also the Director of the Centre for Economic Policy and Public Finance (CEPPF), which has been set-up in ADRI by the Government of Bihar as a dedicated centre for research on public finance. He is the best known expert on the politics and economics of Bihar. His research focuses on the structure of the Bihar economy as well as on various development issues in Bihar with a political economy perspective.
