Zambia is the most recent African partner to join the IGC network. The country office is located at ZIPAR, IGC’s partner in Zambia, in terms of location and of management responsibilities. ZIPAR will also partner with the IGC in some research programs. In Zambia the focal point for the IGCs activities is the Department of Finance and National Planning. The IGC has also established relationships with the Bank of Zambia and State House, which play a key role in developing, leading and implementing growth-related policies.

The IGC-Pakistan programme is focused on sustainable growth, and currently comprises three broad areas: new growth initiatives, state capabilities and social services. Current projects include designing incentive and audit schemes for tax collectors, mapping political conflict and local government reform, and evaluating skills-transfer programmes for the poor. Analytical work is also planned on identifying the foundations of growth, strengthening firm capabilities, addressing energy needs, and understanding the political economy of agriculture reform.

The country program’s key areas are: (i) agriculture; (ii) infrastructure; (iii) private sector development; and (iv) natural resources. The IGC Mozambique country office in Maputo is hosted by the Ministry of Planning and Development.

The program has made the most progress so far in agriculture and infrastructure. In agriculture, the IGC is supporting the government in the design and implementation of a program for increased production and productivity, while also conducting research on mobilizing migrant remittances for agricultural modernization. In infrastructure, the country program conducted rapid response analyses of the urbanization and low-income housing challenges in Mozambique’s capital, Maputo. A seminar on the theme was held in Maputo from June 1st to 3rd. The program is conducting research specifically aimed at the design of incentives to improve customs, as well as an evaluation of the impact of railways investments on transport costs and business productivity. Projects in the areas of private sector development and natural resources are being designed as the demand is scoped within the country.

Rwanda

The IGC team consists of the Country Director, Richard Newfarmer, the Senior Advisor, and country economists, Laura Collinson and Jonathan Argent. The Government has asked the IGC to support government programmes in four areas: trade and diversification; agriculture; infrastructure, and finance.

The IGC Growth Forum was held on 17th February 2011 at the Serena Hotel and designed around a visit from Professor Paul Collier at the request of Ambassador Claver Gatete, Vice-Governor of the National Bank of Rwanda. Its purpose was to bring international experience to bear on critical issues highlighted by Rwandan policy-makers. Participants included a number of government institutions, including BNR, MINECOFIN, MINICOM, RDB and the President’s Office, academia, the private sector, and the IGC’s host institution in Rwanda, the Institute for Policy Analysis and Research (IPAR).

Sierra Leone

The IGC-Sierra Leone programme will focus on private sector development and export diversification, the financial sector, and agriculture. Specific areas of policy advice include improving the investment climate, intervention policies for export promotion, technical and vocational education and training reform, fostering effective cooperation among private sector firms, developing a coherent approach to nurturing a national innovation system, strategy to encourage commercial farming, and risk management in banking sector supervision.

India-State of Bihar

The IGC India-Bihar programme began with a Bihar Growth Day Workshop on December 17, 2009 when the Government of Bihar, invited IGC to help sustain the growth performance of the Bihar economy. IGC accepted this invitation and agreed to provide demand-led policy advice based on frontier research. The IGC India-Bihar programme has identified two key research areas through an ongoing consultation process with policy stakeholders and researchers - Economic Transformation and Resource Mobilisation.

The IGC-Bihar programme started in November 2009 and currently focuses on state capacity, structural transformation and flood management. In addition, the programme also studies the growth experience in Bihar. Specific contributions include work on fiscal consolidation and debt management, accountability of local government service delivery, and streamlining investment process to improve the business climate. To understand the high rates of growth recently observed, studies have been planned to first understand the growth experience and also to analyse the determinants of growth in the State. The IGC-Bihar team will contribute policy options on the targeting of flood relief and a study on the effects of floods on growth, as well as convening an interdisciplinary group of flood management experts.

The IGC-Bangladesh programme is in the process of formulating a strategy to respond to long-standing policy questions, such as governance, non-traditional export prospects beyond garments, rationalisation of the tax system, poverty alleviation (including the impact of microcredit), and improvements in social indicators. The program is also looking at short- to medium-term work on climate change, urbanisation under intense population density and skill formation in a rapidly expanding labour force.
