Felix holds a Bachelor of Arts degree in Economics from the University of Zambia and a Masters degree in Public Health specialising in Health Economics from the University of Cape Town. He has also completed the ‘New Economic Powers’ course offered by the University of Oxford which analyses the emerging economies of Brazil, Russia, India and China (BRICs).

Before pursuing his postgraduate qualification he worked as an intern-statistician at the Central Statistics Office in the Ministry of Finance and National Planning, Zambia. In 2010 he worked as a Master Trainer in the Zambia 2010 Census of Population and Housing in Milenge District in Northern Zambia. His main role was to work with senior Provincial and District government officials in implementing the census methodology at district level.

After graduating from the University of Cape Town he worked as a Junior Health Economist at the University of the Witwatersrand in Johannesburg, South Africa, under the Priority Cost-Effectiveness for Systems Strengthening (PRICELESS) project. His primary interests are international development and economic policy.
