Henrik Kleven is a Professor of Economics at the London School of Economics, a Co-Director of IGC’s State Capabilities Programme, and a Director of the Public Economics Programme at STICERD.

He serves as Chief Editor of the Journal of Public Economics and is on the Editorial Boards of the Review of Economic Studies and the American Economic Journal: Economic Policy. His research focuses on Public Economics and has been published in leading journals such as the American Economic Review, Econometrica, and the Quarterly Journal of Economics.

Why can modern governments tax efficiently?

The difference in tax revenues (as a percentage of GDP) between developed and developing countries has always been consistently large. An IMF report estimates it to be 10-15 percentage points. The discrepancy poses two questions: 1. why can’t developing countries increase their fiscal capacity, and; 2. what makes advanced economies’ governments so successful in raising revenues?
