Emmanuel Kojo Sakyi is an Associate Professor of Public Administration and Head, Department of Public Administration and Health Service Management at the University of Ghana Business School. He received his PhD from The Manchester University, UK with specialisation in Development Policy and Management. He teaches policy analysis, organization and management theory, organization development and change management and public sector management, public finance, e-government, government budget, local governance and decentralization and many other courses at both undergraduate and graduate levels. His research interests focus on areas of policy design and implementation, climate change, adaptive capacity and policy responses, and public management and governance reforms in the public sector especially decentralization/privatization and organizational change and performance in the health and education sectors in developing African countries. He has taken part in several policy and programme evaluation research projects and academic conferences. His research papers have appeared in reputable international journals, including Global Journal of management, and Business Research, Journal of Health Organisation and Management, International Public Management Review, African Journal of Public Administration and Management, Leadership in Health Services, African Journal of Political Science and International Relations, African Sociological Review, and International Journal of Health Planning and Management. He has served as a consultant for the Government of Ghana and a number of national and international development organisations, including ECA, DANIDA, DFID, Revenue Watch Institute, UK, CDD-Ghana and IEA etc. He has also served as external examiner for several Public/Private Ghanaian Universities and, served as a regular panel member and academic programme assessor for the National Accreditation Board. He has also served on the Editorial Boards of national and international academic Journals. Dr Sakyi is a citizen of Ghana.
