The study aims at addressing gaps in the Draft National TVET Policy for Sierra Leone (DNTVET), which is of high priority for the Government and all the Skills Development (SD) stakeholders. This was clearly underlined in the Second Poverty Reduction Strategy Paper (PRSP-11, 2009-2012), which emphasized enterprise and skills development, including the focus on youth employment, which is essential if Sierra Leone is to become a middle-income country.
