Designing and targeting public employment programmes to improve long-term outcomes among the urban unemployed

Evidence on the effectiveness of public works programmes as paths to better job opportunities in the formal labour market is mixed. This study aims to evaluate the long-term effects of Cape Town's Expanded Public Works Programme (EPWP) on skills, employment, earnings, and mental well-being, considering programme-related factors such as role type, duration, and location. Findings will inform the design of public employment programmes in Cape Town and South Africa.
