Impact evaluation of a pilot conditional cash transfer (CCT) programme in Umerkot and Tharparkar, in the Sindh province of Pakistan.

The Sindh government has launched a pilot conditional cash transfer (CCT) programme in two local administrative division units (Tehsil) in Umerkot and Tharparkar. The Chief Minister Sindh's Coordinator for Social Protection office requested a rigorous evaluation of the pilot before scaling it up to 13 districts. This study examines how gendered attitudes towards healthcare impact take-up rate and the extent to which all conditionalities are met. here is also interest in understanding the determinants of CCT impact. While the general evidence on CCTs is positive, there is significant variation across contexts. The government needs to know whether the CCT has an impact. Additionally, we try to identify whether norms/attitudes are important determinants of success. If they are, then community mobilisation/training will need to become an integral part of the CCT.
