Impact of ODA cuts on health spending in Rwanda and Uganda and implications for public finance and service delivery
In 2025, the US ended global USAID operations, withdrawing billions in aid from East Africa and putting critical health services in Rwanda and Uganda at risk. This study examines how these governments are responding to the funding cuts and explores feasible strategies to maintain essential health programmes without destabilising public finances. Using interviews and budget analysis, the research will inform practical policy recommendations to support fiscal resilience and health service continuity.
