This project evaluates the impact and efficiency of major road infrastructure investments in Kampala, a rapidly growing low-income city facing severe congestion and air pollution. It investigates how urban frictions, such as political pressures and land acquisition challenges, may lead to suboptimal infrastructure choices compared to idealised models.
