This project investigates how Ghanaian civil servants diagnose the performance of their organisations and implement reforms. Through a randomised controlled trial with the Office of the Head of Civil Service, it explores whether external diagnostics and reform pressures, administrative mentoring, or internally-led diagnostics are more effective. It examines how the nature of the diagnostic process shapes beliefs about its accuracy, which in turn influences motivation and the resolution of identified problems in a context where objective measurement is difficult.
