The lifeline electricity tariff classification policy in Ghana: A hit or miss

Many countries have introduced electricity lifeline tariffs to assist low-income households with rising electricity costs. Despite their intention, these tariffs can sometimes be inefficient and may favour wealthier households. This study evaluates the effectiveness of Ghana's lifeline electricity tariff in supporting low-income consumers and its impact on their welfare.
