Matching on additionality
Project Active from to Sustainable Growth, Firms and Trade
Standard active labour market policies favour easy-to-fill roles and can inadvertently disadvantage non-participants, diminishing their impact on total employment. Through a large-scale field experiment in Addis Ababa, this project tests the effects of an alternative “matching on additionality” strategy, which redirects job seekers toward hard-to-fill vacancies to reduce displacement and create truly new jobs. Impacts on overall employment, match quality, and perceived fairness in job allocation are measured.
