This project evaluates the Rwanda Revenue Authority's audit function, examining performance constraints and taxpayer perceptions. By leveraging taxpayer-auditor surveys, administrative data, and global insights, it seeks to enhance compliance, revenue generation, and trust. The study aims to optimise resources, improve transparency, and align audits with international best practices, while shaping targeted taxpayer education initiatives.
