Rationing in an urban water market
Project Active from to Energy and Sustainable Growth
This study examines why non-price rationing persists in Amman’s intermittent water supply system and estimates its welfare costs using household-level administrative data. It finds that low-income households are constrained by storage capacity rather than supply, suggesting targeted storage subsidies may improve equity and efficiency.
