This project investigates whether low-income individuals can adapt to climate change by examining the role of human capital in facilitating mobility across sectors or locations. Using historical schooling expansions in India, the project provides evidence of human capital's impact on adaptation to weather shocks. The project estimates the economic costs of climate change, highlighting the importance of mobility and human capital subsidies in mitigating welfare costs.
