In fragile environments that suffer from unstable and corrupt political regimes and difficult business climates, there is an increasing consensus that strengthening the private sector can be vital to economic and social progress. Private business is often able to operate even in the absence of stable government and therefore presents a promising growth opportunity for fragile environments. However, there is a need for stronger evidence on the most effective ways to accomplish this.

Six witnesses delivered opening remarks and discussed this important topic with the Commissioners.
