The seventh annual DFI Frontier Markets Forum: Towards resilient and sustainable frontier markets

IGC Press Release State Effectiveness and State Fragility initiative

Statement from the International Growth Centre's State Fragility initiative (SFi) on the event of the seventh annual DFI Frontier Markets Forum.

On 10 and 11 June 2025, the IGC’s State Fragility initiative co-hosted the seventh edition of the annual DFI Frontier Markets Forum at the Blavatnik School of Government, University of Oxford, in collaboration with the African Development Bank (AfDB), British International Investment (BII), and the International Finance Corporation (IFC)

The 2025 Forum was marked by two important considerations. First, the name of the Forum was changed from the DFI Fragility Forum to the DFI Frontier Markets Forum to reflect both the opportunities and challenges that characterise countries with fragility. Second, in the context of declining Overseas Development Aid (ODA), the Forum considered the need for DFIs to expand their reach, explore additional collaboration, and prioritise locally driven solutions in frontier markets.

The Forum brought together influential decision-makers and experts from both multilateral and bilateral DFIs, government representatives and companies. Action-oriented discussions focused on several interrelated themes, including challenges posed by the changing development landscape, environment and social risk management, the opportunities for innovations and collaborations, scaling up reforms in fragile settings, and supporting private sector development in forced displacement settings.

Thank you to all speakers, participants, and partners for their invaluable contributions to the success of this year's Forum. We look forward to continuing the conversation and working together towards resilient and sustainable frontier markets.
