Ms Claire Hutchings has more than 20 years of experience in measurement, evaluation, and learning in the field of international development. She has experience working with development programmes in Africa, Asia, the Middle East, and Latin America and her expertise is in leading large, networked teams of globally located advisors and consultants working on Programme Design, M&E systems, Research & Research Uptake, General Evaluation and Impact Evaluation. She specialised in the measurement of complex, hard to measure areas such as governance and advocacy, including providing technical leadership and evaluation of the Open Governance Programme.

Prior to joining BRAC, Claire led the Monitoring, Evaluation, Research and Learning (MERL) Global Team at the Oxford Policy Management. Before that she was the Programme Director for the FCDO-funded ‘Strengthening Evidence use for Development Impact (SEDI) Programme’, a multi-million-pound intervention working in partnership with governments to strengthen evidence informed policy-making.  Before that, Claire worked for nearly 15 years as Head of Programme Quality with Oxfam Great Britain, where she was responsible for the leadership and development of Oxfam’s innovative Global Performance Framework, which supported the organisation to measure and communicate the breadth and impact of its diverse global programme portfolio.

Claire has a Masters of Arts in Human Rights from the University of Sussex, a Post-Baccalaureate Diploma in Political Science from Simon Fraser University.
