Dr Esther A.P. Koisin

Dr Esther A.P. Koisin is the Executive Director of the Commonwealth Association of Tax Administrators (CATA), where she leads efforts to strengthen tax systems and drive innovation among member countries. Under her leadership, CATA was recently elected as Head of Council for the Network of Tax Organisations (NTO), a global alliance of 10 regional and international tax bodies. 

With over three decades of experience at the Inland Revenue Board of Malaysia, Dr Koisin continues to contribute actively to international discussions on improving tax administration and modernising revenue systems. Her work focuses on advancing digitalisation, enhancing compliance frameworks, and leveraging technology to build efficient and transparent administrations. 

She holds a degree in Economics from the University of Malaya, a Law degree from the University of London, and a Doctorate in Management from Universiti Utara Malaysia. She is committed to exploring the transformative role of AI in shaping the agenda for Commonwealth countries.
