Dr Saffa Mohamed Massaquoi holds a PhD in Agricultural Economics and Forestry Management from Guizhou University and is currently a Lecturer at Njala University. With over a decade of experience in agribusiness development and rural finance, his work bridges academic research with field-based solutions for agricultural productivity. At the IGC he researches Sierra Leone’s National Rice Development Strategy by identifying economic, logistical, and informational barriers that restrict smallholder farmers’ access to certified seed. This study maps supply chain inefficiencies and evaluates the incentives facing farmers, distributors, and seed producers, offering policy recommendations to strengthen domestic seed systems.
