Eliot holds a Master of Public Administration in Public and Economic Policy from the London School of Economics and a BSc in Economics from the Paris-Sorbonne University. He started as an Overseas Development Institute (ODI) Fellow at the Ministry of Commerce and Industry in Liberia, working as a Special Advisor to the Minister. Prior to joining the IGC, Eliot was a Consultant at the World Bank, providing analytical support for education project design and evaluation in sub-Saharan Africa.
