Dr. Enid Slack is the Director of the Institute on Municipal Finance and Governance (IMFG) at the School of Cities at the University of Toronto. IMFG focuses on the fiscal health and governance challenges facing cities and city-regions in Canada and around the world. Enid has published books and articles on property taxes, intergovernmental transfers, metropolitan governance, and municipal infrastructure finance. She wrote “Property Taxes in the Real World” (Canadian Tax Journal, 2022) and co-edited the International Handbook of Land and Property Taxation (Edward Elgar, 2004). Enid has been working on municipal finance and governance issues for over 40 years and consults with governments and international agencies such as the World Bank, UN Habitat, the Inter-American Development Bank, the Forum of Federations, and the International Growth Centre. She chairs the Advisory Board of Local Public Sector Alliance (LPSA), is a member of the Advisory Board of the International Property Tax Institute (IPTI), and is an Associate of the Local Government Revenue Initiative (LoGRI). In 2012, Enid was awarded the Queen’s Diamond Jubilee Medal for her work on cities.
