Holly W. Benner is the World Bank Resident Representative for Jordan, leading the Bank’s $4 billion portfolio across 15+ projects to support inclusive and green growth under Jordan’s Economic Modernization Vision.

With over 20 years of experience in development policy, conflict resolution, and economic reform, she has worked on multi-sector operations in Ukraine, Tajikistan, and Kyrgyz Republic, integrating infrastructure with community-driven development.

Previously, Ms. Benner served in the World Bank’s Fragility, Conflict, and Violence Group and held roles at The Brookings Institution, the U.S. Embassy in Nepal, and Seeds of Peace.
