Moses Bekabye

Mr. Moses Bekabye is currently a Technical Advisor for Economic Affairs in the Ministry of Finance, Planning and Economic Development supporting the Minister of Finance, and Permanent Secretary and Secretary to the Treasury. Some of the achievements include: Part of a three-person team that structured the US$645 million Interest Rates Swap (IRS) for Karuma Hydropower Dam and Spearheaded the 1st Export Credit Agency Loan (UKEF) for Kabaale International Airport. He supports the Debt Management Team to diversify alternative financing options including Infrastructure Bond, Islamic Financing, Climate Finance, Private and Equity Financing. 

Between December 2012 to February 2015: Mr. Bekabye was the Chief Executive Officer of the Uganda Retirement Benefits Regulatory Authority (URBRA). 

For the period 2002-2007: Mr. Bekabye worked at the World Bank in Washington D.C, USA as Advisor & Senior Advisor. 

Between 2000-2002: Mr. Bekabye established the Parliamentary Budget Office which he headed as Director and was instrumental in the enactment of the Budget Act 2001 which strengthened the mandate of Parliament to scrutinize the National Budget. 

1996-1998: Mr. Bekabye was part of a small team that established the Private Sector Foundation of Uganda in 1996 after his employment as a civil servant in the Ministry of Finance, Planning and Economic Development.
