Alar Cartan is a Country Programme Coordinator at the IGC London Hub. Before joining the IGC, Alar was a graduate intern at the Asian Development Bank in Manila, where he worked in the Board of Director’s office representing Canada, Denmark, Finland, Ireland, The Netherlands, Norway and Sweden. In this role, he conducted an analysis on the alignment of ADB’s energy infrastructure investment policy with those of other multilateral development banks and international policy frameworks. Alar previously also worked for a solar photovoltaic power project developer providing analysis and advice on policy developments in the firm’s key markets.
Alar holds an MPA in Public and Economic Policy from the London School of Economics and a BA in International Development and Management from McGill University. His primary research interests lie at the nexus of climate change policy and urban development, particularly through the lenses of energy and transportation infrastructure investment.
