A Spanish national, Mr. Jose Luis Guasch is currently Senior Regional Advisor in the Latin America and Caribbean Region of the World Bank in Washington, DC responsible for the areas of competitiveness, regulation, infrastructure, innovation and technological development, and is also a Professor of Economics at the University of California, San Diego since 1980.

He holds a Ph.D. in Economics from Stanford University, California. He has written extensively in leading economic Journals.
