Engagement with Punjab under CPEC: A proposed framework for industry

The primary objective of this project is to support the Government of Punjab in devising a strategy to maximise the positive impact of the China-Pakistan Economic Corridor (CPEC) on the industrial sector in Punjab. Since, the demand for it has come directly from the Secretary of the Punjab Industries, Commerce & Investment Department, it will ensure the necessary ownership for long-term policy impact. The right strategy and its implementation will directly result in job creation, income generation and, in turn, improvement in health and education outcomes for countless both within and beyond the borders of Pakistan.

Broadly speaking, this project will take the following approach:

1. Develop a framework for the Punjab Industries, Commerce & Investment Department to drive the industrial cooperation agenda under CPEC – this framework will rest on its following four pillars:

  • Pillar I – Targeted strategies in selected sectors
  • Pillar II – Regulatory reforms to strengthen selected sectors and improve overall investment climate
  • Pillar III – Alignment of ongoing development initiatives with the CPEC investments
  • Pillar IV – Strengthened capacity to engage with federal government, private sector and with other provincial agencies

2. Develop complete case study for a priority sector, using the framework from a) above

3. Do groundwork and provide strategic direction to 2-3 additional sectors under the framework

The final output of the project will be a strategy piece for the department. This piece will inform 1) the industries chapter in the Government of Pakistan’s official and only plan for CPEC and 2) the annual Punjab Economic Report (PER).
