Challenges to policy implementation in Uganda
This study of policy implementation in Uganda identified shared challenges across eight policy areas, including funding delays, limited technical capacity, and poor coordination. Addressing these barriers requires stronger institutional coordination, clearer mandates, timely fund release, and better project design with measurable targets.
