Economics of greenfield urban planning
This paper develops an economic framework to evaluate urban planning decisions and applies it to a large-scale formalisation project in Dar es Salaam, Tanzania. The study finds that while planning raised land values and attracted educated owners, welfare-maximising designs would prioritise smaller plots to better serve lower-income households.
