Fiscal exchange and tax compliance: Strengthening the social contract under low state capacity

This study demonstrates that increasing awareness of public service provision can enhance the social contract and boost tax compliance in low-capacity settings. A field experiment in Sierra Leone informing property owners and tenants about public services led to a 20% increase in property tax payments.
