Fiscal federalism in Zambia
This report provides recommendations for making progress in the fiscal federalism structure of Zambia. The report discusses the key aspects of Zambia’s existing fiscal federalism elements, discusses pros and cons in the decentralised structure of other relevant countries, makes short-term, medium-term, and long-term recommendations, and provides guidance on tracking and evaluating progress.

Key recommendations include:
- In the short-term, over 1-2 years, Zambian government should focus on thoroughly assessing the status-quo by involving public officials from different offices as well as the citizens.
- Over the medium term of about 3-10 years, the focus should be on getting closer to some of the low- and middle-income countries in terms of the extent of responsibilities devolved locally.
- Finally, over the long term after about 10 years, the aim should be to have a fully functional local governments with involved and informed citizens.
