The gender-energy nexus in fragile contexts

Synthesis paper Sustainable Growth, Energy, Gender inequality and State Fragility initiative

This paper explores the gender–energy nexus in fragile and conflict-affected settings (FCAS), examining how energy poverty disproportionately affects women and girls and compounds existing inequalities.

It highlights how limited access to modern energy services exacerbates time poverty, health risks, exposure to gender-based violence, and barriers to economic participation, education, and leadership.

Drawing on literature, case studies, and practitioner insights, the paper examines the transformative potential of gender-responsive energy interventions to improve safety, resilience, and livelihoods. It also identifies key gaps in evidence, policy, and programming, and sets out recommendations for stakeholders to support more inclusive and sustainable energy systems in FCAS.
