The global allocation of extractive windfalls
This paper examines how extractive multinational enterprises allocate windfall profits from commodity price shocks, combining global administrative and production data. The findings reveal that a significant share of profits is booked in low-tax, non-extractive countries, reducing potential government revenues in resource-producing nations.
