Synthesis paper State Effectiveness and State

This review, which builds on our evidence paper from 2021, explores improving state effectiveness in low- and middle-income countries by focusing on three key areas: 

  • Addressing fragility to create a functional state capable of implementing economic policies,
  • Directly involving the state in poverty reduction programmes to break poverty traps and boost growth, and 
  • Enhancing state capacity through efficient resource allocation and policy implementation.

These priorities are closely linked to promoting sustainable growth, emphasising the need for states to pursue climate adaptation strategies and invest in decarbonisation. We provide insights and future research directions to strengthen state capacity and foster inclusive economic development.
