This paper examines how strengthening state capacity—through political inclusion, decentralisation, and adaptive governance—can enhance India’s climate resilience and inclusive growth. It highlights the importance of bureaucratic incentives, civic engagement, and evidence-based policy in improving service delivery, managing climate risks, and building a responsive, learning-oriented state.
