Investors' performance and tax incentives in Rwanda
This report analyses the role and effectiveness of investment-related tax incentives in Rwanda between 2013 and 2023, updating and extending an earlier mapping exercise by the IGC.
Using firm-level administrative data from the Rwanda Revenue Authority, it documents the uptake, fiscal cost, and performance implications of investment incentives. Overall, the findings suggest that Rwanda’s incentive regime has supported firm-level expansion without compromising tax collection, but remains narrowly accessed.
