Measuring public sector productivity in Jordan

Policy brief State Effectiveness and Sustainable Growth

Jordan has introduced major public sector reforms, including competency-based recruitment, better performance evaluations, and improved training, but their impact remains largely unmeasured. This brief highlights the need to unify existing data to assess how these changes affect workforce quality, efficiency, and career outcomes.

  • Jordan has undertaken ambitious reforms to modernise its public sector
  • These reforms include a new competency-based recruitment system, improved performance evaluations, and streamlined trainings
  • Despite these improvements, little analysis has been conducted to measure the scope of the improvements.

This policy brief is aimed at giving a comprehensive overview of the current availability of data for measuring public sector productivity in Jordan. Much of the data necessary now exists in principle. The challenge now lies in unifying this data into a unified system to determine the effects of these reforms. Once this data is consolidated, it will enable researchers to measure how changes to HR systems have impacted the quality of public sector candidates, the efficiency of their outputs, and their career trajectories in the labour force.
