Mobile money tax: Financial inclusion versus financial development

Project report 28 May 2025 Sustainable Growth and Tax

This project analyses the impact of Uganda’s 2018 mobile money tax, which disrupted a widely used financial system that had expanded access for unbanked populations. Using administrative and survey data, it reveals how the tax reduced mobile money usage, led to shifts toward alternative financial services, and disproportionately affected rural and low-income users.
