"Naya" Pakistan: Providing affordable housing to low-income households

Pakistan faces a severe housing shortage due to limited access to affordable housing finance and systemic issues in both supply and demand. In response, the government launched the Naya Pakistan Housing & Development Authority and partnered with organisations to provide interest-free loans. This project report examines the challenges that remain in contract design, loan adequacy, and implementation, as revealed through a mixed-methods study of applicants, loan officers, and stakeholders.
