This study explores how storage constraints affect small-scale entrepreneurs in Kampala, Uganda, limiting their ability to manage shocks and grow sustainably. Through focus groups and policy dialogues, it reveals that storage issues are widespread, multifaceted, and not easily solved by capital alone—requiring tailored, trust-sensitive, and product-specific policy interventions.
