Strengthening state effectiveness through fiscal decentralisation: Insights from Ghana’s DACF
This study examines how intergovernmental transfers and locally generated revenue affect fiscal performance and accountability in Ghana’s decentralised district system. It finds that stronger local revenue capacity improves expenditure execution, while fiscal mismanagement undermines spending quality and limits the effectiveness of transfers.
