Technology and tax capacity: Evidence from local governments in Ghana
This paper examines how digital tools can enhance tax capacity in developing countries by studying a randomised rollout of property tax technology in Ghana. The technology not only improved bill delivery by 27% but also doubled tax revenue, as collectors adapted their behaviour to target high-propensity payers more effectively.
