Transformational change case: Addressing coordination failures in health services delivery in Mozambique
Between August and November 2025, we applied IGC’s Transformational Change methodology to analyse the "Addressing coordination failures in health services delivery" research cluster, which targeted improving state capacity through operational innovations in healthcare policy in Mozambique.

At the core of this cluster is a low-cost yet transformative idea: testing whether an appointment-based scheduling system could reduce waiting times while improving the uptake and efficiency of frontline antenatal care and HIV health services in Mozambique.
Over time, the research and dissemination efforts helped shift policy, practice, and patients’ perceptions within the health system, and thus played a role in improving state capacity in the delivery of public services, with improved human capital outcomes.
