Enhancing the institutions responsible for allocative and technical efficiency of public expenditure in Zambia.

In Zambia, pay negotiations with public sector unions have resumed after a 2 year wage freeze that followed large pay rises in 2013. Given this context, the Cabinet Office and Ministry of Labour are interested in measuring public sector productivity as a possible input into the pay negotiation process, as well as to inform the establishment of a National Productivity Centre within the Ministry.
