Public investment and public service delivery

Closing the ‘infrastructure gap’ through the construction and maintenance of physical infrastructure is a core element of the government’s growth strategy (the Tanzania National Development Vision 2025). IGC Tanzania is currently supporting work exploring the efficiency of road building and maintenance but would welcome research concerned with the growth and distributional impacts of public capital (this is often asserted to be large but evidence is actually rather sparse); on issues of the financing of public investment (including through private and public-private financing initiatives) and on the fiscal and political economy constraints on effective operations and management of different components of the public capital stock, including, for example, the port of Dar es Salaam.
