Achieving medium term public expenditure consolidation in Zambia

Government deficits and debt accumulation have grown rapidly in the recent past. In the 2016 budget the Zambian government indicated that they plan to reduce the budget deficit to 3.8% of GDP, compared to the 2015 target of 6.9%. However, it remains unclear as to how this fiscal consolidation will be achieved particularly on the expenditure side. Research in this area should support the formulation of appropriate strategies for public expenditure consolidation.
