Michael Schaeffer is a Senior Advisor. Michael has more than twenty years of experience gained in more than 70 countries with respect to governance, decentralization, public finance, and public investment management. Michael has provided advisor services to several consulting firms working in the Middle East and North Africa region. His work focused primarily upon governance, public sector financial management, public sector investment management, governance, and project appraisal.    

Michael previously worked with the World Bank in the Governance Practice and as a Country Representative (Libya). He also was a Senior Economist with the International Monetary Fund (IMF) in East Africa. A primary theme underlying many of Michael’s advisory services includes improving public administration governance; improving access to financial information (e.g., uniform budget formulation, budget execution, and procurement); and linking these processes more closely with policy setting objectives.  

Mr. Schaeffer has graduate degrees in Economics (MA) and Natural Resource Management (MSc) from the University of Michigan. Mr. Schaeffer has published articles with topics as diverse as “Access to Fiscal Information and Audit: Challenges and Strategies”; “Public Finance and Corruption” and “Unlocking the South African Secondary Credit Market ” Michael is currently finalizing a book on Libya tentatively entitled “Libya: The Long Road to Inclusive Libyan Institutions”.
