Salem A Bahakim is an electric power engineer who has been working as a Policy Consultant in the electricity sector at the Executive Bureau (EB) for the Acceleration of Aid Absorption and the Support of Policy Reforms, through the International Growth Centre since November 2021. He served as the deputy general director of the Public Electricity Corporation (PEC) of Yemen for technical affairs until 2009. From 2010 onwards, he was appointed as a technical advisor at the Ministry of Electricity and Energy of Yemen, where he was involved in activities related to power sector policy reforms and the development of the electricity sector during the preparation of the Yemen Electricity Sector reform study, which was conducted by the Arther Anderson consulting firm from 1998 to 2001.

During his time at PEC from 1974 to 2009, Bahakim supervised different departments, including generation, transmission, distribution, technical inspection, and commercial departments. He also oversaw various conventional and renewable power projects of PEC. In addition, he has worked as a consultant with private companies involved in electric power projects.

Bahakim holds a master's degree in electrical engineering with a specialisation in electric power stations and system automation.
